It is generally accepted that swing came from out of Harlem in the 1920's or 30's, but I thought that I read somewhere that it's very beginnings were in the deep south among the African American population who brought it with them during migration to the north to areas such as NYC.

 They are probably talking about the charleston, texas tommy, and such. As I understand the history, swing (specifically lindy hop) evolved in NYC from a mix of existing dances and jazz moves. Actually I don't recall where I read that, but what you're stating may have been what it was referring to.
